How to uninstall Internet Explorer 9 although its not listed in ( installed updates ) under Programs and Features.
Please note that - Operating system is : Windows 7 32bit
Moreover there is no previous Restore point so i can return back to that date.

And when i downloaded IE9 i choose Run instead of Save File , so i can not use this solution because of step 3 :
Another way,
1. Click Start
2. Type cmd then press enter
3. Drag and Drop IE9 setup package to cmd window
4. Type at the end of path /X:C:IE9 and press enter. (like:C:IE9-Windows7-x86-enu.exe /X:C:IE9 )
5. Type C:IE9IE9-Win7.MSU /UNINSTALL and press enter
This will uninstall ie9 from Windows.
So is there any way to uninstall IE9 ?

I guess if you INSTALL it again it would overlay the existing IE9 and finish the install and then you could delete it?

I respectfully second Irv's suggestion, and actually had the same thought.
Download a fresh copy of IE9 and install it.
Once the installation is completed and successful - reboot your computer.
Then go to control panel and find it listed as per the suggestions above, and use the un-install option.
Of course, this all assumes that you already had IE8 on your machine, making this un-installation tantamount to a 'downgrade' from IE9 to IE8.

I found a solution which seemed to work for some users and you might want to give it a try:

Recently while performing a Windows Update my Vista box locked up. The update ( for Internet Explorer 8 ) hadn’t quite completed and when I restarted, IE 8 was installed and running fine but my Windows Update didn’t think so.
My first thought was to remove IE 8, surely a re-install would solve the problem. I followed the advice on Microsoft’s support site ( http://support.microsoft.com/kb/957700 ) for removing IE and neither the standard or alternative instructions worked for me.
After days without a resolution I finally figured out how to re-install IE 8 ( of course, you will only need to perform this hack if the Microsoft’s recommendations don’t work for you ). Here is how to do it:
1. Download IE 8.
2. Run the installer and wait for the “Setup cannot continue because a more recent version of Internet Explorer has been detected on this computer.” prompt to appear. DO NOT CLOSE THE PROMPT – if you close the prompt this will not work as the temporary directory mentioned in the next step will be removed.
3. The installer is extracted to one of your drives ( in my case it was not my C drive, so make sure you look at all of your available drives ) in a directory named with a random key ( in my case the key was 5c5c0d193eca399daddb3768b3 ). Find the directory, open it, and run ie8.msu. This will allow the installer to run and you will be up and running.

If this method proves to be successful, then you should be able to find IE9 listed under the installed programs menu in Control Panel and you can try to run the uninstall.

Below is the complete steps to create a Internet Explorer 11 x64 package for 64 bit Windows 7.
If you are going to do IE 11 32 bit for 32 bit Windows 7, please unzip IE-11-Windows6.1-x86-en-us.exe and follow the same steps.
Download IE11-Windows6.1-x86-en-us.exe from Microsoft, try to run it on test Windows 7 x64, it is not supported with 64 bit Windows 7. We don’t need to package it.
Download IE11-Windows6.1-x64-en-us.exe from Microsoft, copy and save EXE file in a temp folder of the clean machine which didn’t have IE10 or IE 11 installed because IE 10 and IE 11 share some of prerequisites.
Create a new folder called “IE11” inside C:temp folder
Run Command Line as admin, type “IE11-Windows6.1-x64-en-us.exe /X:C:TEMPIE11” which will extract the IE11 x64 installer files in the folder “c:tempIE11”
There are 7 files in the folder “c:tempIE11” which we will need them for packaging
Open SETUPDOWNLOADLIST.txt and go through the contents of this file:

Put all downloaded and extracted prerequisites and VB script in one folder and create the package:
Running IE11 x64 package through SCCM server.
The package needs to be run as admin, no reboot, end-user can reboot when it is convenient for them.
You can also choose to reboot computer after package deployed successfully.
2 Installation log files will be created, the installation is silently.
The final IE11 x64 installation VB script will be like:
Note: In the VB script, the log file is created in C:logs folder, if you don't want to use this folder, just change the path to whatever you like.
